Kosovo has been administered since 1999 by the UN Mission in Kosovo ( UNMIK )under the UN resolution 1244 . The supreme legal authority in Kosovo, UNMiK has worked to create "substantial autonomy and self-governance" in Kosovo, gradually transferring competencies to the Provisional Institutions of Self-Government (PISG). The senior international official in Kosovo is the Special Representative of the Secretary General (SRSG). In September 2006, UN Secretary General Kofi Annan appointed German diplomat Joachim Ruecker to be the new SRSG. The president of Kosovo is Fatmir Sejdiu; the prime minister is Agim Ceku.
For several months there has been series of negotiations organized In Wiena, these talks are leaded by U.N. Special Envoy Martti Ahtisaari a former president of Finland, to determine the future status of Kosovo. Ahtisaari, a former president of Finland, on February 2 proposed that Kosovo govern itself democratically and be allowed to make international agreements while remaining, at least temporarily, under international supervision.
